Nehru Announces Decision To Form Visalandhra
ADEQUATE SAFEGUARDS: REGIONAL COUNCILS FOR ECONOMIC DEVELOPMENT

Prime Minister Nehru today announced the Government of India’s decision to form Visalandhra by the merger of Telangana with Andhra.
Speaking at a public meeting here Mr. Nehru said adequate safeguards would be provided to protect the interests of the people of the two regions.
Regional councils would be established for the unimpeded development of Telengana as well as Andhra. They would also provide safeguards in the matter of government jobs, he said.
Mr. Nehru hoped the people of telengana would gracefully accept this decision taken by the leaders after protracted discussions with the parties concerned. After explaining the decisions, Mr. Nehru said in the present context of bilingual states there was no place for small states like telengana.
The Prime Minister said the States Reorganisation Commission had recommended a time lag of five years for Telengana before a decision on its merger with Andhra could be taken.
Considering the ugly and shameful incidents that happened in Bombay and Orissa, Mr. Nehru said, it would be ruinous to allow this issue to hang in balance for five years because people’s feelings would become bitter and the national perspective would be lost by that time.
Willing acceptance of the considered decisions constituted a sign of the high sense of character of the people, Mr. Nehru said.
The Prime Minister said, he had formerly opposed the breakup of the Hyderabad State but he acquiesced with the SRC report which was based on the wishes of the people. He thought everyone should, in the interest of the country do the same.
Besides Mr. Nehru said a new era of bigger bilingual states was sweeping the country. He thought this was a very healthy development after the recent holocaust “over this patch or that”.
S.R.C Decision
According to the SRC report on Hyderabad the Prime Minister said that Marathi-speaking areas had to merge into Maharashtra and Canarese-speaking areas to join the adjoining Karnataka region. The question was about Telengana. The commission had stated that Telengana should merge with Andhra after five years. Some wanted the formation of Visalandhra while others preferred the formation of a Separate Telengana State. The protagonists of a separate Telengana state stated that if Visalandhra was formed, then Andhra people would come acquire lands here. Being educationally forward they would also have advantage over the local people.
The whole problem was considered carefully. Again and again the problem was thought over, because the arguments advanced by both were weighty. Some stated that a period of five years’ suspense was bad.
Since the decision had been taken and efforts were being made to implement the same, he hoped the people would accept the decision. He told the people that they should take advantage of this merger.
The primary aim of the congress and the Government of India was to end poverty, to provide employment and level down economic inequalities, Mr Nehru emphasised.
In this connection the Prime Minister spoke of the two Five Year plans and the great efforts at increasing production through work and said when people worked together they would not quarrel over matters like whether there should be big Pradeshes or small Pradeshes in this country.
India Belongs to All
He said “From Himalayas to the south, there are a number of Pradeshes with people following different languages and professing different faiths. Each individual is part of India and India belongs to all. It is wrong to state that Delhi belongs to me and Nizamabad belongs to you. I have equal rights with others over Nizamabad as you have over Delhi. People who say that particular part of the country belongs to their Pradesh and another part belongs to another Pradesh are wrong, because it means that for a handful of earth, persons, who speak in this way, forget the oneness of India”.
Mr. Nehru stated that all people in this country belonged to one family and there was nothing like a particular thing being good for some people and bad for others. Either it was good for all or bad for all. Swaraj had come for the whole of the country and not for this or that Pradesh. Under Gandhiji’s guidance the country had become independent but questions like poverty had to be solved. Hence big plans were drawn up and implemented under the first Five-Year plan. The second Five-year Plan was also drawn up to solve the problems of the people.
